Australia Border Status Updates for International Students

Starting December 15, 2021, all fully vaccinated student visa holders will be able to come to Australia without needing to apply for a travel exemption. This means existing and new visa holders – continuing students and new commencing students. Meanwhile, students who are not yet fully vaccinated will still need to obtain a travel exemption to enter Australia. 

The latest travel advice issued by the Australian government requires international students to fulfill the following: 

  • Foreign Vaccination Certificate (for fully vaccinated) 
  • Provide proof of negative Rapid Antigen Test taken 24 hours prior to departure OR a negative PCR test or Nucleic Acid Amplification Test (NAAT) taken 3 days prior to scheduled departure 
  • Complete the Australia Travel Declaration (ATD) form at least 72 hours before departure 
  • Take a Rapid Antigen Test upon arrival in Australian state or territory as required. You may bring your own supply of RATs with you to Australia without a permit if: 
  • the tests are for your own personal use or for the use of your immediate family, and 
  • do not exceed 3 months' supply. 

In New South Wales, Victoria, South Australia, Queensland, and Australian Capital Territory, fully vaccinated international students arriving from overseas are required to get a Covid19 test within 24 hours of arrival to the state and self-isolate at their accommodation or place of residence until they receive a negative test result. Conditions of entry, approved vaccines, and guidance of foreign vaccination certificates are detailed below. 

Returning international students will be allowed to enter Western Australia from other Australian states if they are in Australia by 12.01am, 5 February 2022 and agree to self-quarantine in WA for 7 days in suitable premises. International students must have an approved G2G pass under the new exemption criteria. More information can be found below.

Unvaccinated students are required to undergo a 14-day quarantine upon arrival in all other states. 

Visas 
Institutions are encouraging students to apply as soon as possible for visas and there is expected to be a delay in visa processing.  

State and Territory arrangements

There are different arrangements for each state and territory. These are detailed below:

State/Territory

Arrangements

Australian Capital Territory

As of 1 December, provided students are fully vaccinated and meet the pre-flight 72-hour negative COVID-19 test requirement, they will be allowed into the ACT without the need for a travel exemption. Students will be required to complete an online declaration form and undergo a mandatory Covid19 rapid antigen test (RAT) or PCR test within 24 hours of arrival into the ACT. Students must proceed to their ACT residence or other suitable accommodation and quarantine. Students may leave quarantine if they have received a negative test result and are expected to limit their movement in the community for the first 7 days after their arrival to Australia. 

Unvaccinated travellers may be required to seek approval from their port of entry to enter the ACT and are required to complete a mandatory 14-day quarantine period at port of entry. They must obtain a travel exemption from ACT Health. 

New South Wales

From 31 December, fully vaccinated international passengers arriving in NSW are required to self-isolate and get a COVID-19 rapid antigen test: 

  • within 24 hours of arriving in NSW (and can stop self-isolating once they receive a negative result from this test) 
  • on or after day 6 after arriving in NSW. 

  People who are not fully vaccinated from overseas must continue to go under a 14-day mandatory quarantine after arrival in NSW. 

Northern Territory

As of January 31, 2022, all individuals entering the Northern Territory (NT) must complete a Border Entry Form before arrival. 

Fully vaccinated individuals are welcome to enter the NT without having to undergo quarantine if they present a proof of vaccination upon arrival. Only Therapeutic Goods Administration approved, and recognized Covid-19 vaccines are accepted. 

Unvaccinated returning Territorians and individuals who have received authority to enter the NT, will be required to undertake 14 days of mandatory supervised quarantine at their own cost. 

Meanwhile, unvaccinated visitors are not permitted to enter the NT.

Queensland

Fully vaccinated individuals are not required to quarantine if they have taken a COVID-19 test within 24 hours of arrival and isolate until they receive a negative result. 

Meanwhile, unvaccinated individuals must arrive in Queensland at the Brisbane International Airport and will be required to quarantine for 14 days in government-nominated accommodation in accordance with the Quarantine for International Arrivals Direction. 

South Australia

Starting 1 January 2022, travellers entering South Australia are no longer required to complete an EntryCheck SA application. 

Fully vaccinated travellers with Therapeutic Goods Administration (TGA) approved/recognised COVID-19 vaccine, can travel to South Australia and are required to take a COVID-19 PCR test within 24 hours of arrival in SA and quarantine until test is taken. 

Unvaccinated travellers must provide proof of a negative COVID-19 PCR test taken 3 days prior to departure and must do the following upon arrival to SA: 

  • Quarantine as directed for 14 days after arrival 
  • Undertake a COVID-19 PCR test within 24 hours of arrival in SA, on the 6th day after arrival and on the 13th day after arrival. 
  • Check symptoms for 14 days after arrival 
  • Depending on your circumstances, your quarantine will be completed at home or at a medi-hotel. 

Victoria

Prior to arrival in Victoria, international travellers must have the following: 

  • Foreign Vaccination Certificate 
  • Negative Covid-19 PCR Test taken within 3 days of your departure to Australia or a medical certificate as proof of negative rapid antigen test taken under medical supervision within 24 hours of your scheduled departure 
  • Complete Commonwealth entry requirements 
  • Secure an international passenger arrival permit from Service Victoria if home quarantined or fill out the Victorian Quarantine Arrival form if hotel quarantined 

 Fully vaccinated travellers are required to immediately quarantine at home upon arrival to Australia and get a rapid antigen test or a PCR test within 24 hours of arriving. 

Meanwhile, travellers who are not fully vaccinated must quarantine for 14 days in hotel quarantine or you may follow the same home quarantine rules if you have a valid medical exemption. 

Tasmania

Fully vaccinated travellers or those with an exemption, no longer need to register or take a Covid-19 test prior to arrival in Tasmania. 

Unvaccinated travellers need to undertake the following border entry conditions: 

  • Seek approval to enter Tasmania by applying through the Tas e-Travel System. 
  • Once approved, unvaccinated travellers must follow these arrival conditions: 
  • arrive at approved entry points 
  • quarantine in suitable premises or a government-managed facility if suitable premises are not available 
  • minimum five days quarantine but up to 14 days (dependent on results of required testing) 
  • a COVID-19 rapid antigen test or PCR test on day five of your arrival in Tasmania (if you receive a negative result from your day five test, you can leave quarantine) 

Western Australia

Returning international students will be allowed to enter Western Australia from other Australian states if they arrive in Australia by 12.01am Saturday 5 February 2022 and agree to self-quarantine in WA for 7 days in suitable premises.

To enter WA, returning international students must:

  • Have an approved G2G pass under the new exemption criteria
  • Be triple dose vaccinated with an approved vaccine, if eligible (or double dose vaccinated if not eligible for a third dose);
  • Provide proof of a negative Rapid Antigen Test (RAT) within 24 hours before departure;
  • Undertake 7 days of self-quarantine at a suitable premise in WA, with the same requirements for household members at the self-quarantine premises;
  • Undertake a PCR or RAT on Day 1, and then return a negative RAT on Day 7 to end their self-quarantine period;
  • Subject to mandatory use of the G2G Now app and in-person checks by WA Police as required;
  • Comply with testing requirements in the Australian State that they arrive in internationally prior to entering Western Australia

Conditions of entry

Under these arrangements, students must:

  • Be fully vaccinated with a completed dosage of a vaccine approved or recognized by Australia's Therapeutic Goods Administration (TGA)
  • Hold a valid visa
  • Provide proof of their vaccination status
  • Present a negative COvID-19 Polymerase Chain Reaction (PCR) test taken within three days of departure. 

Approved vaccines

Australia considers students to be fully vaccinated if they have completed a course of a Therapeutic Goods Administration (TGA) approved or recognized vaccine. This includes mixed doses. Current vaccines and dosages accepted for the purposes of travel are: 

Two doses at least 14 days apart of: 

  • AstraZeneca Vaxzevria 
  • AstraZeneca Covishield 
  • Pfizer/Biontech Comirnaty 
  • Moderna Spikevax or Takeda 
  • Sinovac Coronavac 
  • Bharat Biotech Covaxin 
  • Sinopharm BBIBP-CorV (for people under 60 years of age on arrival in Australia) 
  • Gamaleya Research Institute Sputnik V 
  • Novavax/Biocelect Nuvaxovid. 

Or one dose of: 

  • Johnson & Johnson/ Janssen-Cilag COVID Vaccine. 

Guidance on Foreign vaccination Certificates

  • Travelers vaccinated in other countries will be able to present certificates in formats that meet the following criteria:
  • Issued by a national or state/provincial-level authority or an accredited vaccination provider
  • Written in English or accompanied by a certified translation
  • Containing at a minimum:
    • name as it appears in the traveler's passport
    • either date of birth or passport number
    • the vaccine brand name, and
    • the date of each dose or the date on which a full course of immunization was completed.

Paper and digital certificates are equally acceptable.

All children aged under 12 years count as fully vaccinated for travel purposes. Special arrangements apply for certain returning Australian children aged 12-17 years who are not fully vaccinated.

Travelers vaccinated in Australia will need to present an Australian International COVID-19 Vaccination Certificate.

Travelers who cannot be vaccinated against COVID-19 because of a medical condition need to provide evidence. They should also check any requirements, particularly quarantine requirements, in the state or territory to which they are traveling.
